Pocket pc can not run xp programs, you can%26#39;t install word on a pocket pc, different coding (you use pocket word instead)
.exe files..Yes and No, if the exe is a ppc program yes, if not , no.
cab files are for installation on ppc To my knowledge, no. The .CAB files are the ones for WM. yes but that .exe should have WindowsCE support
